I think the signs are referring to the “coyotes” who guide Mexican immigrants across the border for a fee. Often they sexually assault their clients, estimated by nonprofits to be about 60%.
It doesn’t make a lot of sense for Texas to place the signs, though, but it’s provacative and theatrical which the GOP loves.
An elected official boasting of their inability to actually govern is the most Republican thing I can think of.
