That’s not just a “weird” prank. She exercised extremely poor judgment, her husband reacted in a very reasonable manner; she’s clearly responsible for the waste of resources due to creating the situation. There’s not enough data to tell if she’s just stupid, mean, or somewhere in between.

Problem: She didn’t give a false statement to the cops, she sent it to her husband who sent it to the cops in good faith.
Unless she told her husband “Baby, call the cops”, that’s going to be a hard one to prove.
She basically said, “Baby, call the cops.”
That is not making a false statement to an official though
