Syndrome and Bob are the only characters who think supers are better than normal people. Syndrome is a billionaire and Bob learns to rely on other people by the end of the movie.

the Supers program was an arms race. Supers in that universe were created. They didn’t just appear. Why? To become a world power, and start the Übermensch experiment. By the end of the movie, that fascist program gets reinstate. Wherein Supers have authorities over common folks to supercede law, cause property damage, etc. in order to “save people.”
By the second movie, a Gestapo is created. Spearheaded by that same pretty lady.you’re remembering fanfic as canon
Then why didn’t Syndrome just give himself powers? Something else is going on. The government had ties with the supers, but the relationship isn’t completely clear. And the government definitely didn’t create Violet, Dash, or Jack-Jack. They’re not fascists, they’re kids.
Because Syndrome goal was total annihilation. By selling his weapons and ensuring the world would be in another cold war, he would cease fascism and humanity as well. The Incredibles Universe USA only wanted the edge in military might to maintain their world dominance. What they didn’t consider is that Supers can reproduce, and pass on fusions of their powers. Thus Violet, Dash, or Jack-Jack etc. were never introduced to the goal of the program. They aren’t aware how many Supers were enlisted and killed in the process creating Übermensch. Also, in the bonus content, there’s a riddle on who Violet’s biological parents actually are. Hays CodeCX all over again.
No, Syndrome’s goal was to be seen as a hero by others. He wanted validation. He was making up whatever story made him look like the hero.

There is nothing that says the Supers were created by the government. Employed by the government, at one point, yes. But the origin seems nebulous, probably because that’s not the focal point of the movie.
I’m trying to recall if it was either in the comics, or an early Rick Dicker footage scene combine with the above. But the deduction came about if the Inc.🇺🇲 won WWII, and also naturalized the Eugenicists, they continued the ubermenschen experiments in secret, erased memories of the failures, and found them more profitable as Gestapo, while the Super Villains worked as reds. Training Supers at the cost of taxpayers make little sense, if not they were created to bring a new race. Gamma Jack’s entry, and the combined fact there were seldom Supers to cover the 50 🇺🇲 states and territories shows it wasn’t emerging acquisitions of powers, but controlled installations.

In English, “hero” is a male gendered word, and “heroine” female. The twintail would have said “Superheroine” if she thought she was female. Which is why I made another paragraph about the distinction of nongendered “supers.”
