There is nothing that says the Supers were created by the government. Employed by the government, at one point, yes. But the origin seems nebulous, probably because that’s not the focal point of the movie.
I’m trying to recall if it was either in the comics, or an early Rick Dicker footage scene combine with the above. But the deduction came about if the Inc.🇺🇲 won WWII, and also naturalized the Eugenicists, they continued the ubermenschen experiments in secret, erased memories of the failures, and found them more profitable as Gestapo, while the Super Villains worked as reds.
Training Supers at the cost of taxpayers make little sense, if not they were created to bring a new race. Gamma Jack’s entry, and the combined fact there were seldom Supers to cover the 50 🇺🇲 states and territories shows it wasn’t emerging acquisitions of powers, but controlled installations.
My recollection is scene where the NSA has someone to sign up for the experiment, and they cut off the footage, goes to another footage where NSA is evaluating the signee with a psychiatric questionaire, cut off again, and the last one where they decide not to follow through, and wipe his memory.
