Explanation: Portugal, after it lost the last remnants of its empire (and its fascist regime) established very close ties with its long-independent former colony of Brazil. The meme is mostly just being cheeky - Brazilian economic power has meant that Portugal is very much the ‘minor’ partner of the duo (a reversal of the prior colonial situation), but there’s no actual reverse colonization going on - and the Portuguese public maintains a very positive view of Brazilians.
There’s no actual reverse colonization going on so far.
C’mon Brazil, I believe in you.

At least here where I live in Brazil most people who want to colonize, want Italy instead of Portugal.
except for that one time the king had to flee portugal and ended up in Brazil?
At that point both countries became a United Kingdom.
The later “Independence” of Brazil was just a splitting of the crown, and Emperor Pedro I of Brazil still considered himself a subject of his father king of Portugal.
How do you think Brazil became independent? 😁
Kinda the same with US and UK, no? Probably even more so than Brazil and Portugal.
I mean, the US is about ~3 times the size of the UK, both demographically and economically.
Brazil is ~20 times the size of Portugal demographically, and about ~7 times the size economically.

That’s all true and good, but never forget the 7:1
Portugal has access to additional “on fire cut up sausage thing grill (chouriço assado)”… and we must seize it.
