“Institution” in this case means the CDC, drug manufacturers, blood banks and analysis technology, not hospitals or federal health services.

Medical devices are also a huge US to Canada sector.

Canada should start opening up to EU or Mexico. Imagine Mexico’s healthcare and Canada’s healthcare working side by side. They would be unstoppable.
