Early reporting on stuff like this is almost always wrong, so take it with a grain of salt. We have no idea who is spreading that info and it could very well be intentional misinfo.
A week from now it won’t matter that the reporting was wrong because it’s already fact in the minds of their audience.

Without the actual text, for all we know, it says “we all have rights”.
