The California one is defensive, and exists as an annulment of Texas’ undemocratic redistributing.
Republican states are going to do it anyway. And they won’t put it to vote (like California had.)
If I remember correctly it also is specifically worded to only offset those changes in states like Texas that are intended to shift the balance. It’s not designed to shift the national balance, but rather to maintain the current status quo.
It’s also only temporary. It’s expires in 2030.
They have this one weird trick of ignoring all rules and principles.
It’s surprisingly effective.
