Is there a reader app that is accessible on Android for comic books? Is there some sort of free repository of every comic book? (I assume not.)

Tachiyomi is excellent for comics even though it might seem like (and originally is?) a manga reader.
I use it with the Komga plugin to read comics from my self-hosted Komga server.
Seconded, has extensions for just about any online source and is very actively updated. I’ve been a happy user for years!
Tachiyomi really is the solution for comic and manga piracy. There’s forks of it, but the basic version works fine.

Moonreader reads cbr and cbz
If you’re willing to pay for comics, I subscribe to Marvel Unlimited and read it on my tablet and find the whole experience to be quite enjoyable. Pirating comics takes a lot of work, and it’s super convenient to get reading guides and character profiles and creator lists and stuff built into the app. I find I read a lot more comics now that it’s easier to access.
I use Astonishing Comic reader for reading comics. The comics come from Library Genesis, in.cbr or .cbz formats. Gathering those is quite annoying.
