Not sure about Germany and Switzerland, but here 30kph zones are used for school corridors and pedestrian areas. Some fuckwit driving 100 kph in one of these is tantamount to attempted manslaughter. Someone doing this shouldn’t need to worry about a new car, because they shouldn’t even be able to buy a new car before rehabilitation.
