They could have said, “women, children, and 18 year old men” but that would have been even clunkier than “people aged 18 and younger” as the latter was clearly the cohort intended by the deal.
GNM considers anyone aged 17 or under to be a child (this is in line with the UN convention on the rights of the child, the UK’s Information Commissioner’s Office guidance on children and the GDPR and its age appropriate design code of practice for online services, and most criminal law legislation in England and Wales).

Along with many of their articles using the same type of passive voice for the “deaths” of Palestinians and the “killing” or israeli’s such as the current one. This needs to be mentioned so these outlets start receiving flak for it and start using consistent wording instead of their current biased langauge.
