Where are these less repressed nations? I’ve been to lots of places in Europe and the suggested boobtopia has yet to present itself. It’s not uncommon to see a topless woman on a beach, but it’s far from the majority I’ve seen.
Germany certainly does not have its beaches loaded with topless women. There might be one or two (usually elderly) women sunbathing topless but that is about it. Even when making it fully legal to go topless, most women choose to cover up their nipples.
We all know this is false. Boobs are not shown on beaches for a reason. The are sexually attractive. Male nipples are not.

Boobs are shown on beaches (parks, rivers, lakes, TV adverts, billboards etc.) in non repressed nations.
That is strange because I never see full boobs in any of the things you mentioned

Germany’s beaches may be a bit too northern to be popular, but (particularly east) Germans have no problem with nudity
my state recently decriminalized showing bare boobs in public and ive yet to see a single pair in the wild. plenty of shirtless guys running though
