I think it would be better to ask, where does a snake wear a tie?
My neck has a clear end, and the purpose of a tie is to (arguably, I’m just guessing here) tie off the collar of your shirt, what kind of shirt would a snake wear? The tie for humans is arguably more related to our body shape than neck components, so you can’t even say relative to a comparable organ or bone. So where does a snake wear a tie?
Does anybody not think it’s #2? Seems quite obvious to me.
A more interesting question is how a turtle-neck would look.

Probably where Lowly Worm puts his bowtie.
The answer was in my childhood the entire time
Every now and then a snake hatches with one or more legs, so just above the shoulders… You could probably count vertibrae or something like that.
I think a turtle neck would be up at location #1, as they generally come up to a bit under your chin.
Bro I don’t know how to break this to you, but that is a tie, not a turtleneck.
Do you seriously not know how to read? It’s a reply to a comment that literally raises the question of where a turtleneck would go.
