Usually the problem with these universities is that they are scammy private institutions geared specifically towards Indian students. He did not go to a regular German University but a private one.
I found on another newspage that the main problem is that all the “University’s” classes are online. Therefore there is no reason for a visa, since the students can just as well take the classes from India.
There’s a similar plague of “degree mill” universities in Australia, often targeting Indian and Chinese students, who then end up overstaying their visa and/or working more hours than their student visa allows (more than 20hrs/week I think). It’s abuse of the system that makes it more difficult for legitimate international students attending a real university.

And just with that statement we already know what kind of alleged “university” we are talking of in a country with basically free university (semester fees usualy ranging around 200€ at best, most of this for the university’s student organisations and including free public transportation for half a year)…
(PS: Yes, being officially a student just for that incredibly cheap transport option without actually attending any courses is not unheard of…)
Why the fuck does Germany have a university owned by Oakley Capital?
I’m not sure it really does.
Wikipedia does list this one under Universities of Applied Science (which, in itself, is not actually the same thing as a university). This university seems like a small organization. And it might exists primarily to scam people.
There are other universities in Berlin that are of good quality. There is no sensible reason to enroll in this weird fake university.
I’d assume the answer to your question is: “Because Oakley Capital founded a small institute that they call an university, and opening businesses like that is legal in Germany.”
