Then go after the data that points to fraud.

“Nope. Just do it all over. Sorry if you’re hungry, we’ll try and process the applications asap.”

This should be just like the presumption of innocent. Feed first, then verify. If a few dishonest get through in the meantime, at least you didn’t kill the innocent.
