      The fourth frame depicts a man getting arrested for using a stolen credit card at a Chinese restaurant. It takes several officers to arrest him and he is humorously vocal about what the police are doing. The incident is known as Democracy Manifest.

      Well, and the other joke is that it’s a department that tries to predict crimes before they happen. If they’re “successful” and the arrest happens beforehand, then the crime never happens and they’re locking up an innocent person.

        The “Department of Precrime” idea comes from the Philip K. Dick story The Minority Report, more widely known from its 2002 film adaptation starring Tom Cruise.
