There’s at least two possible outcomes when someone(s) receives aid:
They use it as a stepping stone towards becoming independent, and it’s temporary
They feel entitled to it and become habituated towards receiving aid and it cements their dependence
Same problem with food stamps, etc. some people use it as a hand-out, some people use it as a hand-up. You can’t really help one group without helping the other, unfortunately.
Ikr? Cuba is thriving so much despite all the embargo on it and countries that do business with it. US never bullies or destabilize region and countries for their benefits, especially their neighbors.
If someone receives US “benefits”, it must thrive at all cost, like Afghanistan.

Arguably we should remove the quotes so they get actual benefits. PR deserves better from us
