AFAIK the only time the doctrine changed (from carrying with a round in the chamber) was after the P320 debacle. I heard some police departments started carrying with an unloaded chamber if they couldn’t switch to something else.
It’s ultimately up to the officer, and there’s no way for me to know, but I get the feeling this guy was running with the +1
I’d wager he hadn’t loaded one into the chamber at this point - because you would hope someone this stupid would have hurt himself by now otherwise.
