Maybe not as seamless as google, microsoft and amazon, but afaik you could since years opt for European hosters for virtualization and whatnot. The big players are more affordable and easier for scaling up and out.
Lidl offering cloud services is as weird as a certain online book store being the de facto standard cloud service out there, so why not? Aldi Web Services would make a great acronym, btw.
