The IDF doesn’t and can’t know exactly who or many people they have killed. Their intelligence is never complete or fully accurate. They try and confirm identities of some, but they usually don’t control the ground long enough to do so or at all in the case of air strikes. Gaza based organizations collect and document the dead, who in the end still have to be subservient to Hamas.
Hamas does the opposite. They only publish a list total dead and don’t separate civilians and combatants. They do this on purpose.

And yes Israel can provide a solid estimate of the number of death in Gaza. One of their report was leaked showing 83% of death was civilians
