I can attest that Rim Brakes in several inches of snow or freezing rain become a problem. Ice builds up on the rim, and you have trouble braking, so you have to drag the brakes every once in a while so the leading edge can knock the accumulation off.
A disk brake is up out of the elements and fare better.
I live in snow country, and you wouldn’t catch me on a bike between November and April. That said I’ve never had a disc break and would like to try it.
I’m over fifty. I only ride for fun, and riding in snow and ice isn’t my idea of fun. I’d rather cross country ski in that case — but I’d really rather just be on a beach vacation in the Caribbean.
But I don’t want to sound like I’m poo-pooing the idea, either. I haven’t had a bike in over fifteen years, but I really want to start riding again. I miss it. It’s the only exercise besides swimming that I really enjoy. I don’t mean to be dismissive about how anyone enjoys riding.

Schwalbe studded tires will let you ride all year 😀
Finland would tell you: try it.
