Define “action”
They have identified it as a famine. And almost every day they say it’s Israel intentionally starving people as a weapon of war.
The famine declaration was by the UN, not the EU. As for the latter I haven’t heard of any EU declaration going that far. Even if it did, though, those are words, not action.
