Top Democrats released a draft congressional map Friday that may lead to Republicans losing five US House seats as Gov. Gavin Newsom pushes to offset possible GOP gains from redistricting in Texas.
According to the Constitution, maps will be drawn by the states. There is no national law against gerrymandering. The voting rights act only ensures that there are opportunity districts for minorities.
The only laws these maps violate are state laws and that will be alleviated by putting the action to a vote.
