I mean, “The Hulk” to most people is the green, bruce banner Hulk. Second, most of the movie isn’t focused on Ross’s Red Hulk, it is on how Wilson’s Cap deals with the situation.
The cynical answer is, the box office draw for the hulk is lower.
Marketing ruined the movie for me, seeing Ross’s Red Hulk was unavoidable before release, but watching the movie, it was meant to be a twist or something, since he only turns in the last 20 minutes. It seemed like they were banking on Red Hulk to draw people to see the movie.
I don’t think it’s that the draw for hulk is lower, but there are legal issues. If I remember correctly, Universal owns the distribution rights for solo Hulk movies, so Disney doesn’t want to release any and instead just include him and his related characters in other movies.
