Don’t think rubber bullets are harmless, but by definition, if a projectile has enough mass to hurt someone, deter them from what they are doing, and stay on target, that projectile can easily be deadly.
There is a reason they used the term “less lethal” and not “non-lethal” these days. When I was a kid, they very often would call these things non-lethal weapons. Which is insane, because anything can be lethal if used improperly.

Yes, and there are so many cases of people being maimed or disfigured by these things.
