The music festival took place in an illegally occupied part of Palestine (even according to the UN partition plan that assigned part of Palestine to “Israel”), near a military base; there were no civilians there. Several hostages released by Hamas have stated that IOF soldiers were firing from the crowd. The claim about beheaded babies has been traced back to a settler who had zero evidence
When using a bourgeois “news” article as a source, you should be extremely critical; they have no credibility, so any assertion that isn’t backed by evidence is almost certainly false
