He just kept asking one officer to arrest the other officer and they all refused and just stared at him like he was a nutjob. I can only assume he said “you’re arrested”.

That’s exactly what he did. He just kept asking one officer to arrest the other officer and they all refused and just stared at him like he was a nutjob.
