This meme is old enough that the .45/1911 worship wasn’t even a fudd thing, it was a huge section of the gun community if not the majority. The era of the Para Ordnance double stack being taken seriously and the Springfield TRP Operator being the ultimate combat pistol, at least if you couldn’t afford a Wilson. All sorts of actual high speed guys were turning their noses up at 9mm to get their hands on a .45.
Switching to your handgun is always faster than reloading.

12.7 × 99 is .50 BMG. 7.62 × 51 is .308 Win.
It probably doesn’t make sense for rifles, as the calibres are usually smaller than .4.
4+ BS is good, 3+ is better. Try to find a way to reroll 1s while youre at it
What if the handgun’s caliber starts in .5?
That number is generally considered to be larger than .4
