Keep the courts understaffed and backlogged, hike up sentences to comical levels (one hundred consecutive lifetimes!), threaten with always seeking max penalties, and rely on plea deals, effectively bypassing any semblance of actual judicial process for civilians- unless you have money and can afford lawyers to force the issue of course.
We would do democracy a big service defunding the police and funding the courts with that money instead.
