He violated official policy, and it’s obvious to anyone with half a brain that forcing a driver to slam on the accelerator (due to being dead) can only make the situation worse.

He literally had gotten video of her license plate prior to shooting her. He had no need to put himself in front of her car while other officers were screaming at her to drive away. They could have gone after her later, as is typically done with anyone not considered seriously dangerous that is operating a vehicle, but he chose to get in front of her and start shooting when she complied with the order to drive away
