I can’t provide a rigid definition, because there is no singular rigid definition of an “official government communication” - that’s a description of what it is, not a strict categorization of “type of communication”.
It’s an official government communication, in that an official for the government (trump acting in his official capacity as president) was using it to communicate information about a government policy. That’s… as far as it goes, buddy.
