    That’s how my ISP operates here in Brazil.

    I pay for 1Gbps, I get 1Gbps. Doesn’t matter the site, time of day, protocol, how long I use it for, how much data I send or receive, if it’s Netflix or PeerTube. I get a little funny blinking light tube in my house, and I can make the light blink however I want.
