Google says on a support page that it is "gradually rolling out" a new change allowing users to change their Gmail address.

Google is gradually rolling out the option to change a Gmail address to a new one (up to three times) with an altered username. Users’ original email address will still receive emails and work for sign-in. Users will be unable to change or delete their email within 12 months of each change. The support page detailing the update is currently only in Hindi.

    More like their data set and profile of you contains for more sophisticated unique identifiers and they’ve now exposed this to the email side of the business through your account so that the email address is no longer the ID key in the mail db.
