Russia and Iran have been sanctioned since the beginning of the war. This ship was sanctioned in 2022 before Trump was elected.
Russia is obviously mad that their shadow fleet is getting captured.

I have no doubt if this tie to that russian is legit that the Russians are pissed. However the timing of this is not coincidence
