Only the UI, Android Integration and first party apps are proprietary, though the new Jolla owners are working on open sourcing their apps at least.
(There was some legal drama with their Russian investors, the original Finnish founders managed to get the rights to everything back after the investors stopped responding)
The UI is probably the hardest part to replace. Android integration can be eventually done via Waydroid (or Valve’s Lepton whenever it starts to be mature enough), and the first-party apps can go the way of the dodo for all I care (as long as the community has built replacements for them already)
Does anybody know if Sailfish will ever be open-source, or at least have a fork with the proprietary bits replaced?
