I presume he didn’t wear/carry everything in the pic all at the same time. Like the alternate rifle uppers- I doubt he carried them both. AK probably for some low visibility loadout reason.
This was an early 2000s CIA guy, honestly not operating in a way cromulent with a ton of mags. Though if he was going somewhere he could easily take 7 mags no problem.
Doesn’t need to be a false flag specifically - just being able to get in close before beginning operations is advantageous.
Notably, in the trials after WW2, it was decided that wearing the uniform of an enemy (not that a keffiyeh is a uniform, but just using this for example) was not an offense so long as the uniform was removed before engaging in combat. Engaging in combat would have been perfidy, which is illegal under the laws of war.
It was a joke, there is this opinion that you need 10+ mags when going to your post/position, which is enforced in training. In reality you don’t even shoot. Grenades are great to have anyway. More then 10 mags.
