I believe that by design the House vote is what fixes it. Having one body in the legislature that is population based and the other just based on statehood makes both things matter.
Except we broke how the house was supposed to work by freezing the number of seats in 1929. This, subsequently, also broke the electoral college and the presidency, which further down the line broke the judiciary…

Exactly, the Senate exists to keep larger states from running roughshod over smaller ones, the electoral college is the problem child
