You’re suggesting that people are cooking the books to make it look like they’re arresting people who don’t actually exist, so that they can get bonuses, knowing that the obvious implication is that the people they arrested are secretly being deported or killed. Of course, it’s theoretically possible. One could try to do that. But most people wouldn’t want to make themselves look like mass murderers, like Nazis. Unless they actually are Nazis, but then they would just do the bad actions instead of faking them.
