Makes a lot of sense: save some money now, make bigger profits for the telecom companies, and spend money to fix the infrastructure only after Russia and/or China gets bored of stealing all your data and brings it all crashing down. And since that will be an emergency, you can take the money out of people’s taxes instead of charging the telecom companies. I can’t see any possible downside. This is definitely how you make America great.
