People poor enough that dealing with the enormous hassle to get benefits while technically not being entitled to them just don’t own their own national media networks to trick idiots into blaming someone else…
Any abuse other than that, is usually people having to go thru great lengths to exchange it for much needed cash.
I have to admit that during an earlier life, this abuse was a stickler for me.
It was a huge revelation to realize it was mostly outrage headlines, and to accept that you never entirely prevent fraud but sometimes it’s vanishingly small. It’s important to have the perspective to understand when you’re doing more harm than good, when your enforcement is far more expensive than the possibility of a rare desperate person getting a little more than you said they could
