Ah, must be a weird intersection. I remember there was a lot of complaining in my region because two nearby airports were fighting over which one got to be international or something, which I thought was because there was a limited supply of federal employees / money for doing the customs stuff, and there was a row about downgrading one because the other was now taking some of that pot. I always figured the feds had their guys on the ground and integrated.
Most airports are owned by the city or state they reside, federal employees don’t have access to these systems generally.
