“Pre-Crime”? This dumb mother fucker has watched Minority Report too many times. Try arresting someone for a future crime, the arrest is illegal and can legally be fought with force … this means no resist charges and the like. IMO, no real police officer would try it … that leaves “ice” to get smashed up.
