The headline is misleading. There are several technical and legal issues that have to be solved, and they will be solved as the members states go ahead with it according the all officials’ statements. It is a major difference (and maybe a disadvantage?) between a democracy, where decisions are made on the basis of the rule of law, and an autocracy, where one ruler decides what pleases them.
So the EU members states have ‘failed’ these days where a final agreement wasn’t expected anyway. But once the issues are solved, Ukraine will receive a loan, and Russian assets will serve as collateral.
