It’s a semi-submersible ship. If you need to transport your boat a significant distance (e.g. Europe to North America, west coast of NA to east coast, etc.), sailing it can be very time-consuming (or costly if you need to hire a crew to do it for you). These ships and other “general cargo” ships will often have scheduled voyages on which you can book space to send your boat. I’m in an area of western Canada that’s popular for boating, and we probably get about 10 ships each year delivering or picking up boats (usually at the beginning and end of summer).
I immediately thought it was to transport the boats without having to dry them out. I suspect that it’s also fresh water in a saltwater environment. Kind of like a car ferry for boats.
Why do they do this
Maintenance - they close off the inside portion of the dock and pump the water out, so you can work on the underside of the boats inside

Sick, I didn’t know about this. I actually may need to use this, but I bet it’s crazy expensive.
