So, how are they going to enforce it?
Ideally by having local police arrest those who violate it. If they want to claim some sort of immunity for being feds, they can do that in front of a judge after spending the night in a holding cell. That’ll keep them from meeting their quota or getting their $1500/person kidnapping bonus.
