I do not think they can sanction Israel in the EU funded research program. Germany will block that.

The nations are divided. Spain and Ireland want to aknowledge a “Palestinian State”. Germany does not want to accept that in the current conditions, wait until Israel has gotten back the Hostages and defeated Hamas terrorists.
I mean, tell me a better way to ensure you radicalise a population other than attempted genocide. I mean that even if Hamas could be defeated, the Gaza population aren’t going to clap and thank Israel.
Israel is running on the “Dahiya doctrine”
The Dahiya doctrine, or Dahya doctrine, is an Israeli military strategy involving the large-scale destruction of civilian infrastructure, or domicide, to pressure hostile governments. The doctrine was outlined by former Israel Defense Forces (IDF) Chief of General Staff Gadi Eizenkot. Israel colonel Gabi Siboni wrote that Israel “should target economic interests and the centers of civilian power that support the organization”. The logic is to cause difficulties for the civilian population so much that they will then turn against the militants, forcing the enemy to sue for peace.
The doctrine is part of a strategy to turn everything around Israel into dysfunctional states in eternal fear of Israel. They are not interested in creating stable and peaceful relations with their neighbors and “integrating” into the region. Eternal exceptionalism maintained by eternal violence. The so called “Abraham accords” for normalization are only transitional as the ideology of “greater Israel” aims at conquering everything from the Nile in the West, to the Euphrat in the East, from Anatolia in the North to parts of the Arabian peninsula in the South.
Obviously that will fail and it is in the process of failing. The question remains how much longer the US, UK, Germany and other complicit countries are willing to maintain this, as Israel is escalating its violence to ever more unprecedented levels
It’s funny that to make your arguments you have to resort to conspiracy theories. Surely, Israel wants to create “a greater Israel”, that’s why it gave up Sinai (part it supposedly needs) in exchange for peace.
Surely they’re evil, so any deal they make like Abrahamic accords can’t be of mutual benefit, only to exploit and to steal. (Even though for example both UAE are winning from them economically)

Germany did nothing to recognise the sole legitimate authority in Palestine and occupied Palestine before any hostages were taken. They won’t after they’re released.
