Your city network provides her the possibility to drive with a small vehicle with low emissions and low noise pollution, she doesn’t need to take the car. You don’t know if she owns a car or not, maybe she just prefers the scooter? Her using the scooter is a net positive for everyone. Less traffic, less noise, less emissions and she still gets to her destination quickly
