hard cycling will yes - power requires thicc muscles, so interval training etc. is very good at growing your legs
Because of your comment, I looked up what Interval Training is and realized the way I bike could be considered interval training lol. I stop and go at traffic lights, there are uphill and downhill sections, sections where I share the path with people walking, which I guess is basically inconsistent interval training.
