Yea, there is a certain level of belief suspension needed when reading Batman. Having the insane amount of money to fund all that he does, technically, he should be able to basically fix all the root financial issues in Gotham … Wayne Enterprises basically owns all of the city afterall … but then he wouldn’t get to be a bad-ass, crime-fighting superhero who fights against those who take advantage of others.
The “ultra wealthy elite having all the money to easily solve all the problems and not doing so” is considered suspension of belief?

Also, at least in modern Batman, Gotham is literally cursed, so it’s possible no amount of money could fix it anyway.
That and the Joker, Scarecrow and others chemincals entering the drinking water which makes people go crazy.
