No need. When you see them doing anything illegal, report it. The local cops will have to investigate, and even if they don’t issue a citation, or arrest them, their ID will be run, and the cop’s camera footage is subject to FOIA requests. We can identify them without putting ourselves in danger, or alerting them that they are being watched.
